It is also an important measure to support flexible employment through multiple channels and is included in the annual key points and key target tasks of human resources and social security work in the province. Each region should fully recognize the importance of building a provincial-level standardized gig market, focus on implementing the project to improve the quality of employment services, strengthen the guarantee of funds, personnel, venues and other elements, and further improve the high standard human resources market system.
2、 Strengthen task implementation. Each region should, based on the actual needs and work foundation of local gig workers, compare target tasks and construction standards, refine task division, consolidate work responsibilities, supervise the main body of standardized gig market construction to accelerate the development of construction plans, clarify the overall arrangement, timeline, work requirements, etc. of market construction, and ensure the construction of 100 provincial-level standardized gig markets throughout the province by 2025, of which 17 will be completed in the first batch in 2022.
3、 Promote market construction. On the basis of coordinating and optimizing existing public employment service venues, various regions can build standardized gig markets through integration, renovation, and construction. Government supported gig market information network construction and operation maintenance related expenses can be disbursed from employment subsidy funds and other channels according to regulations. Encourage human resource service institutions, social capital, and high-quality service resources to participate in the construction and operation management of the gig market, provide recruitment and job matching services in accordance with laws and regulations, and expand professional services such as career planning, enterprise management, and legal aid. Widely mobilize various levels and types of social organizations, establish volunteer service teams for the gig market, and provide multi-channel job search and recruitment docking services for gig workers.
4、 Encourage to try first. Various regions should establish a sense of reform and innovation, actively explore new paths for the construction of the gig market, and guide social forces to participate widely under the premise of strengthening market management. Local construction standards can be introduced based on local conditions to encourage the extension of the construction of the gig market to grassroots human resources and social service platforms and comprehensive service centers for migrant workers. Pay attention to market effectiveness and attract more flexible employment personnel to enter the job market. Timely summarize the work experience of building the gig market and report to the provincial department, which will revise the provincial "Construction Standards" accordingly.
5、 Strengthen supervision and evaluation. 6、 Carry out effective publicity and guidance. Various regions should widely disclose the address, operating time, occupation (job type, position), contact information and other information of the standardized gig market to the society, providing guidance for the connection between supply and demand sides. Timely summarize and promote the experience and practices of the construction of standardized gig labor market, select role models for promoting employment services for gig workers, actively participate in the star rating evaluation of standardized gig labor market, vigorously promote policy measures and public service matters of party committees and governments at all levels to support the healthy development of flexible employment and protect the rights and interests of flexible employment personnel, and create a good atmosphere to support multi-channel flexible employment.
